Narrative:

I could not file a DVFR flight plan because of loss of both radios. Before crossing ADIZ, I had another plane relay to ZMA my time to cross ADIZ. I used my handheld for this. I squawked 7700 instead of 7600 to let them know that there was an emergency and crossed the ADIZ. In retrospect, I think I should have gone to 7600.

Title: PLT OF A PIPER NAVAJO, PA31, LOST BOTH ACFT COM RADIOS WHEN ATTEMPTING TO FILE AN ADIZ FLT PLAN WITH CTR RESULTING IN USING A HANDHELD RADIO FOR RELAYING TO CTR A XING TIME. HOWEVER, HE MISTAKENLY SQUAWKED 7700 INSTEAD OF 7600 IN AN EFFORT TO INDICATE HIS EMER TO ATC.
