Narrative:

In cruise flight at FL350 cabin altitude horn started sounding. Pressurization controller showed cabin altitude at 10000 ft and climbing 500 FPM. Outflow valve showed full close. We put both packs on high flow but cabin continued to climb at 500 FPM. Lower was requested from ATC but he said he was unable due to traffic. We declared an emergency in order to start down and to try and regain control of cabin. At around 31000 ft we regain control of cabin and then leveled at FL280.

Title: AN ACR FLC FLYING A B737-300 NEAR ATL EXPERIENCED A LOSS OF PRESSURIZATION.

Narrative: IN CRUISE FLT AT FL350 CABIN ALT HORN STARTED SOUNDING. PRESSURIZATION CTLR SHOWED CABIN ALT AT 10000 FT AND CLBING 500 FPM. OUTFLOW VALVE SHOWED FULL CLOSE.
