Narrative:

ATC gave us instructions to hold at teb VOR at 7000 ft. Our altitude alerter did not chime until descending through 6300 ft. It should have gone off at 8000 ft. The first officer can't even see his altitude light from his seat position. The captain was flying, caught the altitude bust at 6300 ft and promptly climbed to 7000 ft. ATC queried our assigned altitude at that time. The crew lost situational awareness due to last min holding instructions and figuring our fuel status.
