Narrative:

A passenger was upset that she was not offered a predep champagne (all passenger were). She became verbally abusive towards two flight attendants. I offered her a large glass of champagne and she thanked me at that time. Then she became upset that her glass was different from the other passenger. She changed between laughter and anger moods very quickly. An agent on board, seated in first class, told me later that she was verbally abusing the agents in kin for 2 hours and she felt that the passenger was drunk and should not have been boarded. I cut off her alcohol and she began kicking the bulkhead. The captain advised her that she could be arrested. Flight attendant and crew had no further contact until deplaning -- when she thanked us. I believe that she was unstable to begin with and the alcohol made her worse. She never should have been allowed to board an airplane. Callback conversation with reporter revealed the following information: the reporter stated that the agent, who was a 'pass' passenger on board, said that the other agents on the ground had become tired of the woman's harangue and just boarded her to get her away from them, instead of denying her boarding and calling the auths. The captain's coming back to talk to her scared her into submission, and she was generally well behaved after that.

Title: CABIN ATTENDANT RPT, B757-200, KIN-JFK. INTOXICATED WOMAN KNOWINGLY BOARDED BY KIN AGENTS, EXHIBITED NEUROTIC BEHAVIOR. CAPT REPRIMANDED HER.

Narrative: A PAX WAS UPSET THAT SHE WAS NOT OFFERED A PREDEP CHAMPAGNE (ALL PAX WERE). SHE BECAME VERBALLY ABUSIVE TOWARDS TWO FLT ATTENDANTS. I OFFERED HER A LARGE GLASS OF CHAMPAGNE AND SHE THANKED ME AT THAT TIME. THEN SHE BECAME UPSET THAT HER GLASS WAS DIFFERENT FROM THE OTHER PAX. SHE CHANGED BTWN LAUGHTER AND ANGER MOODS VERY QUICKLY. AN AGENT ON BOARD, SEATED IN FIRST CLASS, TOLD ME LATER THAT SHE WAS VERBALLY ABUSING THE AGENTS IN KIN FOR 2 HRS AND SHE FELT THAT THE PAX WAS DRUNK AND SHOULD NOT HAVE BEEN BOARDED. I CUT OFF HER ALCOHOL AND SHE BEGAN KICKING THE BULKHEAD. THE CAPT ADVISED HER THAT SHE COULD BE ARRESTED. FLT ATTENDANT AND CREW HAD NO FURTHER CONTACT UNTIL DEPLANING -- WHEN SHE THANKED US. I BELIEVE THAT SHE WAS UNSTABLE TO BEGIN WITH AND THE ALCOHOL MADE HER WORSE. SHE NEVER SHOULD HAVE BEEN ALLOWED TO BOARD AN AIRPLANE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE AGENT, WHO WAS A 'PASS' PAX ON BOARD, SAID THAT THE OTHER AGENTS ON THE GND HAD BECOME TIRED OF THE WOMAN'S HARANGUE AND JUST BOARDED HER TO GET HER AWAY FROM THEM, INSTEAD OF DENYING HER BOARDING AND CALLING THE AUTHS. THE CAPT'S COMING BACK TO TALK TO HER SCARED HER INTO SUBMISSION, AND SHE WAS GENERALLY WELL BEHAVED AFTER THAT.
