Narrative:

Prolonged wait for IFR release at cdw airport from new york TRACON (30 mins). Ground control advised waiting for tower release and monitor tower. Pilot asked 'how much longer for release?' tower instructed 'position and hold' on active runway. Pilot complied. Tower then instructed to exit the active runway and go back to ground control. Release was not in fact received though tower was about to issue takeoff clearance. Suggest tower verify with ground that IFR release was received prior to clearing 'in position and hold.'

Title: INST RATED PVT PLT HAD BEEN WAITING 30 MINS FOR AN IFR TKOF CLRNC AND WAS THEN INSTRUCTED BY THE LCL CTLR TO TAXI INTO POS AND HOLD, ONLY THEN TO BE INSTRUCTED TO TAXI OFF THE RWY AND RETURN TO GND CTL TO WAIT FOR HIS IFR RELEASE.
