Narrative:

On takeoff from tazlina lake we experienced a windshear that caused the aircraft to descend. Pilot leveled off to maintain airspeed and while approaching the shoreline brushed the vegetation, then began to climb out. Minimal damage to the aircraft. Patched elevator with fabric -- torn by a stick. No structural damage occurred. Area has very peculiar wind shifts. Use caution when operating in this area. Lake can have large waves created by wind coming down glacier in a short amount of time.
