Narrative:

Shortly after receiving a briefing for local/ground/clearance delivery, I instructed a SW4 to 'taxi to the ramp, monitor ground.' the next transmission was to an E120 on a 5 mi final to runway 12. I told him 'cleared to land runway 12.' I did not consider that the SW4 had permission to cross runway 12 with the taxi clearance he had received. As the SW4 taxied to the ramp he approached runway 12 to cross it. The pilot saw the E120 touching down and he brought his SW4 to a stop. He radioed me to inquire why he had been given permission to taxi across a runway which had traffic rolling out on it. I immediately realized my mistake, I apologized, and when the E120 had slowed to taxi speed I instructed the SW4 to continue across runway 12 to the ramp. I used poor judgement when I issued the taxi instructions to the SW4. He should have been given hold short instructions to allow the E120 to land. I was not giving my full attention to my instructions and did not realize the problem was developing until the vigilant pilot questioned me about his taxi instructions. Supplemental information from acn 478493: after landing at pasco, wa, tri-cities on runway 30, myself and my captain cleared the runway at taxiway F. The tower cleared us to taxi to parking and instructed us to monitor ground frequency. We then crossed runways 21R&left and made a left turn onto taxiway a which crosses runway 30 to the ramp. Upon reaching the hold short line for runway 30, we looked both ways and called clear left and clear right as always. Just as we began to cross the runway (approximately 10-15 ft past the hold short line) my captain saw a beech 1900 touching down on runway 12 (opposite direction of runway 30). My captain immediately applied maximum reverse and brakes and stopped our aircraft. He then contacted the ground controller (combined with tower at the time) and said to the controller that he had cleared us to taxi to the ramp which gives us authority/authorized to cross all runways. The controller immediately came back and admitted that he had made a mistake and apologized. The beech 1900 landed and rolled out, exiting the runway at least 1000-2000 ft before the intersection we were crossing at. It turned out to be a lucky break for us and the beech 1900.

I TOLD HIM 'CLRED TO LAND RWY 12.' I DID NOT CONSIDER THAT THE SW4 HAD PERMISSION TO CROSS RWY 12 WITH THE TAXI CLRNC HE HAD RECEIVED. AS THE SW4 TAXIED TO THE RAMP HE APCHED RWY 12 TO CROSS IT. THE PLT SAW THE E120 TOUCHING DOWN AND HE BROUGHT HIS SW4 TO A STOP. HE RADIOED ME TO INQUIRE WHY HE HAD BEEN GIVEN PERMISSION TO TAXI ACROSS A RWY WHICH HAD TFC ROLLING OUT ON IT. I IMMEDIATELY REALIZED MY MISTAKE, I APOLOGIZED, AND WHEN THE E120 HAD SLOWED TO TAXI SPD I INSTRUCTED THE SW4 TO CONTINUE ACROSS RWY 12 TO THE RAMP. I USED POOR JUDGEMENT WHEN I ISSUED THE TAXI INSTRUCTIONS TO THE SW4. HE SHOULD HAVE BEEN GIVEN HOLD SHORT INSTRUCTIONS TO ALLOW THE E120 TO LAND. I WAS NOT GIVING MY FULL ATTN TO MY INSTRUCTIONS AND DID NOT REALIZE THE PROB WAS DEVELOPING UNTIL THE VIGILANT PLT QUESTIONED ME ABOUT HIS TAXI INSTRUCTIONS. SUPPLEMENTAL INFO FROM ACN 478493: AFTER LNDG AT PASCO, WA, TRI-CITIES ON RWY 30, MYSELF AND MY CAPT CLRED THE RWY AT TXWY F. JUST AS WE BEGAN TO CROSS THE RWY (APPROX 10-15 FT PAST THE HOLD SHORT LINE) MY CAPT SAW A BEECH 1900 TOUCHING DOWN ON RWY 12 (OPPOSITE DIRECTION OF RWY 30). MY CAPT IMMEDIATELY APPLIED MAX REVERSE AND BRAKES AND STOPPED OUR ACFT. HE THEN CONTACTED THE GND CTLR (COMBINED WITH TWR AT THE TIME) AND SAID TO THE CTLR THAT HE HAD CLRED US TO TAXI TO THE RAMP WHICH GIVES US AUTH TO CROSS ALL RWYS. THE CTLR IMMEDIATELY CAME BACK AND ADMITTED THAT HE HAD MADE A MISTAKE AND APOLOGIZED. THE BEECH 1900 LANDED AND ROLLED OUT, EXITING THE RWY AT LEAST 1000-2000 FT BEFORE THE INTXN WE WERE XING AT. IT TURNED OUT TO BE A LUCKY BREAK FOR US AND THE BEECH 1900.
