Narrative:

We were cleared for the ILS runway 6 at teb and told to cross 'dandy' at 1500 ft. We received the clearance about 10.2 DME from teb VOR. Also the approach chart specifies that 1500 ft at dandy is a mandatory altitude (it keeps teb traffic separated from ewr arrs). I was PNF, the sic was PF. When we received the clearance I set 1500 ft in the altitude select and emphasized '1500 ft at dandy.' the PF set the flight director to 'approach mode' and intercepted the GS. As we progressed I repeatedly told him the mileage to dandy, he did not respond. Finally I realized that he was focused on following the GS and would not make the crossing restr without drastic action. I repeated that he needed to cross dandy at 1500 ft. He replied 'I'm on the GS.' at this point I told him emphatically to forget the GS and descend. He reluctantly started to descend faster and ended up crossing dandy at 1800 ft. This happened because this individual is belligerent and head strong and refuses to ever believe he is wrong. He thought that we were cleared to cross dandy at or above 1500 ft and refused to believe otherwise, even though when I briefed the approach I pointed out that 1500 ft at dandy was a mandatory altitude, and even though everyone ahead of us was getting that clearance he would not alter his mind-state, that all he had to do was follow the GS. I was at fault in not recognizing sooner what he was doing and tried to 'coax' him to meet the restr rather than taking the airplane and making sure it was done.

Narrative: WE WERE CLRED FOR THE ILS RWY 6 AT TEB AND TOLD TO CROSS 'DANDY' AT 1500 FT. WE RECEIVED THE CLRNC ABOUT 10.2 DME FROM TEB VOR. ALSO THE APCH CHART SPECIFIES THAT 1500 FT AT DANDY IS A MANDATORY ALT (IT KEEPS TEB TFC SEPARATED FROM EWR ARRS). I WAS PNF, THE SIC WAS PF. WHEN WE RECEIVED THE CLRNC I SET 1500 FT IN THE ALT SELECT AND EMPHASIZED '1500 FT AT DANDY.' THE PF SET THE FLT DIRECTOR TO 'APCH MODE' AND INTERCEPTED THE GS. I REPEATED THAT HE NEEDED TO CROSS DANDY AT 1500 FT. HE REPLIED 'I'M ON THE GS.' AT THIS POINT I TOLD HIM EMPHATICALLY TO FORGET THE GS AND DSND. HE RELUCTANTLY STARTED TO DSND FASTER AND ENDED UP XING DANDY AT 1800 FT. THIS HAPPENED BECAUSE THIS INDIVIDUAL IS BELLIGERENT AND HEAD STRONG AND REFUSES TO EVER BELIEVE HE IS WRONG. HE THOUGHT THAT WE WERE CLRED TO CROSS DANDY AT OR ABOVE 1500 FT AND REFUSED TO BELIEVE OTHERWISE, EVEN THOUGH WHEN I BRIEFED THE APCH I POINTED OUT THAT 1500 FT AT DANDY WAS A MANDATORY ALT, AND EVEN THOUGH EVERYONE AHEAD OF US WAS GETTING THAT CLRNC HE WOULD NOT ALTER HIS MIND-STATE, THAT ALL HE HAD TO DO WAS FOLLOW THE GS. I WAS AT FAULT IN NOT RECOGNIZING SOONER WHAT HE WAS DOING AND TRIED TO 'COAX' HIM TO MEET THE RESTR RATHER THAN TAKING THE AIRPLANE AND MAKING SURE IT WAS DONE.
