Narrative:

Approach held us high past civet intersection, and slowed us to 250 KTS. The B757 is notorious for only being able to 'go down or slow down' -- not both. We were in a tough situation, and I was very busy with PNF duties and monitoring first officer as PF. We were off of our VNAV path for civet 4, and first officer repeatedly attempted to re-engage VNAV, unsuccessfully. By this time we were very high and unable to make one (several?) at or below crossing restrs on the civet 4. Lack of situational awareness by first officer, getting behind by trying to re-engage VNAV other than a different descent mode on FMS, being put in a tight situation by socal approach, and first officer reluctance to captain's repeated advisories of being high, use gear to increase descent, and use a different mode while trying to do PNF duties, contributed to situation.

Title: A B757-200 PIC RPT ON THE INABILITY TO CONFORM TO THE CIVET ARR ALT XING RESTRS AT BREMR AND ARNES WHEN SCT APCH CTLR HAD THEM HIGH AND FAST AT CIVET, CA.

Narrative: APCH HELD US HIGH PAST CIVET INTXN, AND SLOWED US TO 250 KTS. THE B757 IS NOTORIOUS FOR ONLY BEING ABLE TO 'GO DOWN OR SLOW DOWN' -- NOT BOTH. WE WERE IN A TOUGH SIT, AND I WAS VERY BUSY WITH PNF DUTIES AND MONITORING FO AS PF. WE WERE OFF OF OUR VNAV PATH FOR CIVET 4, AND FO REPEATEDLY ATTEMPTED TO RE-ENGAGE VNAV, UNSUCCESSFULLY. BY THIS TIME WE WERE VERY HIGH AND UNABLE TO MAKE ONE (SEVERAL?) AT OR BELOW XING RESTRS ON THE CIVET 4. LACK OF SITUATIONAL AWARENESS BY FO, GETTING BEHIND BY TRYING TO RE-ENGAGE VNAV OTHER THAN A DIFFERENT DSCNT MODE ON FMS, BEING PUT IN A TIGHT SIT BY SOCAL APCH, AND FO RELUCTANCE TO CAPT'S REPEATED ADVISORIES OF BEING HIGH, USE GEAR TO INCREASE DSCNT, AND USE A DIFFERENT MODE WHILE TRYING TO DO PNF DUTIES, CONTRIBUTED TO SIT.
