Narrative:

On initial climb out on pwm 4 departure cleared us to 3000 ft runway heading off runway 29 at approximately 2900 ft. TA sounded, then immediately followed by RA to 'descend.' vsi indicated 3000-3500 FPM descent and RA sounded 'descend, descend now.' first officer was PF and hesitated. I took over controls, starting descent and a left turn to approximately 240 degree heading. At approximately 2200 ft, TCASII advised 'clear of conflict.' we advised ATC of TCASII RA/altitude deviation. We were then cleared to 10000 ft on heading of 240 degrees. Next transmission heard was from ATC to other aircraft stating 'not too bright to descend into traffic.' traffic was never seen. We were given on, initial climb, a TA and were looking. I was PNF, performed my duties, called to first officer who had PF traffic ahead. As he started leveloff, traffic had stated somewhere I think he had us in sight. We never saw him. At first TA, first officer/PF was leveling at 3000 ft when RA sounded for descent he hesitated. TCASII showed red box right on top of us. 'Descend, descend now' was heard as I was taking over controls. Turn had or was given to us at this time to turn to heading 240 degrees. Immediate turn and descent was initiated and was stopped approximately 2200-2000 ft with 'clear of conflict' announced. First officer was given aircraft back to assume PF duties for remainder of flight.

TURN HAD OR WAS GIVEN TO US AT THIS TIME TO TURN TO HDG 240 DEGS. IMMEDIATE TURN AND DSCNT WAS INITIATED AND WAS STOPPED APPROX 2200-2000 FT WITH 'CLR OF CONFLICT' ANNOUNCED. FO WAS GIVEN ACFT BACK TO ASSUME PF DUTIES FOR REMAINDER OF FLT.
