Descending on gilco 1 arrival into houston, missed call to cross 10 mi east of mhf VOR at 10000 ft. Understood and read back twice to cross mhf VOR at 10000 ft. Missed required altitude by 2500 ft. A falcon 10 and 2 airline crews were also having difficulty with this controller's xmissions. Speech and radio transmission quality played into these areas of compliance with ATC instructions.
