Narrative:

We were in level flight at 6500 ft heading 290 degrees. I looked down to check power settings and when I looked up I observed an aircraft approximately 11:30 O'clock position and my altitude less than 1 mi opposite direction. I think the other pilot saw me at the same time. We both turned away from each other and passed at approximately 100 ft apart same altitude. Other aircraft appeared to be a T38 jet trainer. We actually felt his wake after passing. Approach control did not see his target before or after the encounter.
