Narrative:

Air carrier #1 turned to east for in trail separation to phl. Became distraction by dsr equipment, and radio failure at the overlying sector had just inherited the sector. Apparently, winds stronger than anticipated and air carrier #1 ended up closer than required. Conflict alert never activated. Descent issued to air carrier #1 when approximately 5 mi -- reported air carrier #2 in sight.
