Narrative:
I was on an IFR flight plan in a hawker 700 from ind to pwk. The WX was VFR at pwk. The wind was 290 degrees at 12 KTS, gusting to 15 KTS. I did not want to land on runway 16 with the tailwind, so in order to land on runway 34 at pwk I had to cancel IFR and circle to land runway 34. The tower wouldn't or couldn't allow an IFR clearance to runway 34 because of conflicting airspace at ord. I circled to land on runway 34 at pwk while I was trying to go through checklists, terminal charts to avoid ord class B airspace. I'm not sure if I entered any of ord's class B airspace, but it was very close. The tower at pwk told me to turn northwest to avoid the ord class B airspace. I feel that in the interest of safety, instead of having to land downwind on a relatively short runway, there could be coordination between the 2 towers so I wouldn't have to cancel the clearance so close to a very high traffic area.

Title: H25B CREW WAS NOT ALLOWED TO LAND ON THE MOST APPROPRIATE RWY AT PWK WITHOUT CANCELING IFR CLRNC. THEY HAD A POSSIBLE INCURSION INTO ORD CLASS B AIRSPACE DURING A CIRCLING APCH.

I'M NOT SURE IF I ENTERED ANY OF ORD'S CLASS B AIRSPACE, BUT IT WAS VERY CLOSE. THE TWR AT PWK TOLD ME TO TURN NW TO AVOID THE ORD CLASS B AIRSPACE. I FEEL THAT IN THE INTEREST OF SAFETY, INSTEAD OF HAVING TO LAND DOWNWIND ON A RELATIVELY SHORT RWY, THERE COULD BE COORD BTWN THE 2 TWRS SO I WOULDN'T HAVE TO CANCEL THE CLRNC SO CLOSE TO A VERY HIGH TFC AREA.
