Narrative:

Stabilizer trim problem, divert to iad. Departed dca runway 1 at XA05Z. After takeoff at 400 ft AGL, stabilizer trim #1 and #2 fault on MFDU. Climbed to 5000 ft MSL and executed MFDU procedure. Reset stabilizer trim switches on facility panel as per MFDU procedure. Trim switches faulted a second time. Attempted manual stabilizer trim as per MFDU procedure: manual stabilizer trim felt stiff and binding. Then accomplished jammed stabilizer procedure as per MFDU and flight manual. Declared emergency and landed at iad overweight, weight 93.6 pounds. Landing normal, touchdown smooth, 100 FPM. Maintenance took aircraft OTS at ida. Maintenance replaced first officer trim switch and facility computer.
