Narrative:

We were descending to cross hayed intersection at FL190 on the williamsport arrival to ewr. It was moderately turbulent in the descent. Out of FL195 we were reclred to 17000 ft and acknowledged. We were distraction at this time and failed to reset our altimeters to the new low setting of 29.42 and leveled at 17000 ft indicated. Upon receiving an RA on TCASII from crossing traffic we had in sight, the controller inquired about our altitude. At that time we had already reset the altimeter and were on our way back to 17000 ft. He said we were at 16500 ft which was correct, but we said we were at 17000 ft. Apparently the crossing traffic had to respond to a descend RA from TCASII. We proceeded to ewr normally and so did the other aircraft.

Title: QNH NOT SET RESULTING IN ALT OVERSHOOT NEAR EWR, NJ.

Narrative: WE WERE DSNDING TO CROSS HAYED INTXN AT FL190 ON THE WILLIAMSPORT ARR TO EWR. IT WAS MODERATELY TURBULENT IN THE DSCNT. OUT OF FL195 WE WERE RECLRED TO 17000 FT AND ACKNOWLEDGED. WE WERE DISTR AT THIS TIME AND FAILED TO RESET OUR ALTIMETERS TO THE NEW LOW SETTING OF 29.42 AND LEVELED AT 17000 FT INDICATED. UPON RECEIVING AN RA ON TCASII FROM XING TFC WE HAD IN SIGHT, THE CTLR INQUIRED ABOUT OUR ALT. AT THAT TIME WE HAD ALREADY RESET THE ALTIMETER AND WERE ON OUR WAY BACK TO 17000 FT. HE SAID WE WERE AT 16500 FT WHICH WAS CORRECT, BUT WE SAID WE WERE AT 17000 FT. APPARENTLY THE XING TFC HAD TO RESPOND TO A DSND RA FROM TCASII. WE PROCEEDED TO EWR NORMALLY AND SO DID THE OTHER ACFT.
