Narrative:

Called to aircraft at departure time for forward cargo door not closing. After trying to fully close door and inspecting, found top center stop fitting loose, fitting was being caught when door was going closed. I removed stop fitting and signed off logbook being as we were on a delay. Not until the next day did I find out that the fitting should have been deferred. I called my maintenance coordinator and had a maintenance set up installed to replace the missing stop. In doing my delay report I found that there had been previous problems with the same fitting.

Title: A B727-200 WAS DISPATCHED IN NON COMPLIANCE WITH A FORWARD CARGO COMPARTMENT DOOR STOP REMOVED BUT NOT DEFERRED PER THE MEL REQUIREMENT.

Narrative: CALLED TO ACFT AT DEP TIME FOR FORWARD CARGO DOOR NOT CLOSING. AFTER TRYING TO FULLY CLOSE DOOR AND INSPECTING, FOUND TOP CTR STOP FITTING LOOSE, FITTING WAS BEING CAUGHT WHEN DOOR WAS GOING CLOSED. I REMOVED STOP FITTING AND SIGNED OFF LOGBOOK BEING AS WE WERE ON A DELAY. NOT UNTIL THE NEXT DAY DID I FIND OUT THAT THE FITTING SHOULD HAVE BEEN DEFERRED. I CALLED MY MAINT COORDINATOR AND HAD A MAINT SET UP INSTALLED TO REPLACE THE MISSING STOP. IN DOING MY DELAY RPT I FOUND THAT THERE HAD BEEN PREVIOUS PROBS WITH THE SAME FITTING.
