Narrative:

Center gave us crossing restr of 10 mi west of hlg, 10000 ft, 250 KIAS. I was aware of the restr but was dealing with turbulence and WX targets on radar. I was also trying to delay descent to avoid a build-up. Center also gave me a heading that took us off the direct hlg. Center asked if I was going to make crossing restr and I answered 'yes,' as it appeared I still could. At start of descent from 15000 ft, I failed to account for a strong tailwind and crossed hlg at 11500 ft. To prevent recurrence, prioritize -- or ask for relief on crossing if WX is a factor. Factors affecting performance were: high workload, first officer out of loop as making 10000 ft announcement and advising flight attendants of turbulence.

Narrative: CTR GAVE US XING RESTR OF 10 MI W OF HLG, 10000 FT, 250 KIAS. I WAS AWARE OF THE RESTR BUT WAS DEALING WITH TURB AND WX TARGETS ON RADAR. I WAS ALSO TRYING TO DELAY DSCNT TO AVOID A BUILD-UP. CTR ALSO GAVE ME A HDG THAT TOOK US OFF THE DIRECT HLG. CTR ASKED IF I WAS GOING TO MAKE XING RESTR AND I ANSWERED 'YES,' AS IT APPEARED I STILL COULD. AT START OF DSCNT FROM 15000 FT, I FAILED TO ACCOUNT FOR A STRONG TAILWIND AND CROSSED HLG AT 11500 FT. TO PREVENT RECURRENCE, PRIORITIZE -- OR ASK FOR RELIEF ON XING IF WX IS A FACTOR. FACTORS AFFECTING PERFORMANCE WERE: HIGH WORKLOAD, FO OUT OF LOOP AS MAKING 10000 FT ANNOUNCEMENT AND ADVISING FLT ATTENDANTS OF TURB.
