Narrative:

I was in a C172 with a student, practicing touch and goes on runway 15L at isp (l-hand traffic). We were cleared to touch and go and were crossing the threshold of runway 15L. An air carrier had landed on runway 6, rolled to the end, and was taxiing on taxiway east when we were on final. I observed the taxi speed and thought he was not going to be able to stop at the hold line. I took controls and executed a go around. I crossed the air carrier as it rolled through the intersection, about 300 ft above it. On downwind, the tower called to say the captain apologized, it was his mistake in not complying with a hold short instruction from ground. The air carrier needs to have a chat with their pilots about hold short instructions.

Title: CESSNA CLRED FOR A TOUCH AND GO EXECUTES A GAR WHEN AN ACR FAILS TO HOLD SHORT AND CROSSES THE RWY AT ISP, NY.

Narrative: I WAS IN A C172 WITH A STUDENT, PRACTICING TOUCH AND GOES ON RWY 15L AT ISP (L-HAND TFC). WE WERE CLRED TO TOUCH AND GO AND WERE XING THE THRESHOLD OF RWY 15L. AN ACR HAD LANDED ON RWY 6, ROLLED TO THE END, AND WAS TAXIING ON TXWY E WHEN WE WERE ON FINAL. I OBSERVED THE TAXI SPD AND THOUGHT HE WAS NOT GOING TO BE ABLE TO STOP AT THE HOLD LINE. I TOOK CTLS AND EXECUTED A GAR. I CROSSED THE ACR AS IT ROLLED THROUGH THE INTXN, ABOUT 300 FT ABOVE IT. ON DOWNWIND, THE TWR CALLED TO SAY THE CAPT APOLOGIZED, IT WAS HIS MISTAKE IN NOT COMPLYING WITH A HOLD SHORT INSTRUCTION FROM GND. THE ACR NEEDS TO HAVE A CHAT WITH THEIR PLTS ABOUT HOLD SHORT INSTRUCTIONS.
