Narrative:

B190 was issued a climb clearance to 15000 ft. The pilot stated he was requesting 17000 ft. I told the pilot that I had his request and when I restated the cleared altitude I mistakenly said 16000 ft (the altitude of the opposing traffic). Upon noticing the B190 go through 15000 ft, I questioned the altitude assignment and reissued 15000 ft. The pilot stated traffic in sight, so I issued a VFR climb clearance.

Title: ZOB ARTCC CTLR RESTATES INCORRECT ALT TO PLT OF A B190 CLBING RESULTING IN A LOSS OF SEPARATION WITH A DH8A IN LEVEL FLT.

Narrative: B190 WAS ISSUED A CLB CLRNC TO 15000 FT. THE PLT STATED HE WAS REQUESTING 17000 FT. I TOLD THE PLT THAT I HAD HIS REQUEST AND WHEN I RESTATED THE CLRED ALT I MISTAKENLY SAID 16000 FT (THE ALT OF THE OPPOSING TFC).
