Narrative:

Brought this aircraft in to ZZZ the night before and wrote up segment lights inoperative on captain's FMA. Next morning showed up for flight and the same segment lights were inoperative. Sign off in logbook stated unable to duplicate, ok for service. I have a hard time believing that the obviously inoperative lights could be missed. Next problem. During preflight checks noticed battery charger not indicating charge. Called out maintenance on both items. Initial mechanic that showed up didn't have a clue about proper battery charger indications. He was trying to tell us that it was okay. He called out his supervisor, I believe. He tried to convince us that it was okay even when we were receiving no charging indications in the cockpit. His attitude regarding the FMA segment lights was one of, 'this is going to take a while and I would rather not do this.' further reinforcing in my mind that ZZZ maintenance, pencil whipped, the segment lights the night before. To make a long story short he finally determined that the battery charger was indeed inoperative and the aircraft was OTS. Flight canceled.

Title: AN MD80S ON OVERNIGHT LAYOVER HAS INBOUND LOG RPTS AND OVERNIGHT CHK SIGNED OFF, BUT WORK WAS NOT PERFORMED.

Narrative: BROUGHT THIS ACFT IN TO ZZZ THE NIGHT BEFORE AND WROTE UP SEGMENT LIGHTS INOP ON CAPT'S FMA. NEXT MORNING SHOWED UP FOR FLT AND THE SAME SEGMENT LIGHTS WERE INOP. SIGN OFF IN LOGBOOK STATED UNABLE TO DUPLICATE, OK FOR SVC. I HAVE A HARD TIME BELIEVING THAT THE OBVIOUSLY INOP LIGHTS COULD BE MISSED. NEXT PROB. DURING PREFLT CHKS NOTICED BATTERY CHARGER NOT INDICATING CHARGE. CALLED OUT MAINT ON BOTH ITEMS. INITIAL MECH THAT SHOWED UP DIDN'T HAVE A CLUE ABOUT PROPER BATTERY CHARGER INDICATIONS. HE WAS TRYING TO TELL US THAT IT WAS OKAY. HE CALLED OUT HIS SUPVR, I BELIEVE. HE TRIED TO CONVINCE US THAT IT WAS OKAY EVEN WHEN WE WERE RECEIVING NO CHARGING INDICATIONS IN THE COCKPIT. HIS ATTITUDE REGARDING THE FMA SEGMENT LIGHTS WAS ONE OF, 'THIS IS GOING TO TAKE A WHILE AND I WOULD RATHER NOT DO THIS.' FURTHER REINFORCING IN MY MIND THAT ZZZ MAINT, PENCIL WHIPPED, THE SEGMENT LIGHTS THE NIGHT BEFORE. TO MAKE A LONG STORY SHORT HE FINALLY DETERMINED THAT THE BATTERY CHARGER WAS INDEED INOP AND THE ACFT WAS OTS. FLT CANCELED.
