Narrative:

While flying from martin state airport to leesburg, va, I remained VFR until I arrived in the leesburg area, when I requested a clearance for the localizer 17 approach at leesburg. I went missed at leesburg and flew to frederick, md. The WX at leesburg deteriorated quickly, and I remained VFR as best I could until I received my clearance. I followed the missed approach procedure as published and recontacted dulles approach.
