Narrative:

ZJX issued FL230 on climb clearance. Crew was told to expect FL210 as a final by tlh clearance delivery. At FL217, ATC issued crew to stop climb at FL220. We did so. Conflicting traffic was noted on TCASII at FL230. We got no TCASII advisory. Traffic was visually noted also. Crew was aware of conflict and no danger existed. I believe pilots should take note and question altitudes that are higher than expected on clearance received on the ground.
