Blown tire. Landing runway 33 bdl with reported icy conditions, landed with 40 degrees flaps and maximum autobrakes. Normal touchdown landing rollout. First officer noticed wheel 'not turning light' illuminated. Notice of vibration. Normal taxi to gate. Ground crew noticed #1 tire blown.
