Narrative:

According to a mandatory SOP, aircraft are taken off of a SID (royal, jthro transition) by being given a vector, as per the SOP. The pilot of aircraft questioned me about what to do -- 'stay on the 040 degree heading or rejoin the SID.' the SOP involved is illegal. It takes an aircraft off an established SID and puts the aircraft on a heading with no further provisions.

Title: RPTR CLAIMS A SOP IS ILLEGAL AND MANDATES THAT ACFT BE TAKEN OFF A SID AND PROVIDED VECTORS.

Narrative: ACCORDING TO A MANDATORY SOP, ACFT ARE TAKEN OFF OF A SID (ROYAL, JTHRO TRANSITION) BY BEING GIVEN A VECTOR, AS PER THE SOP. THE PLT OF ACFT QUESTIONED ME ABOUT WHAT TO DO -- 'STAY ON THE 040 DEG HDG OR REJOIN THE SID.' THE SOP INVOLVED IS ILLEGAL. IT TAKES AN ACFT OFF AN ESTABLISHED SID AND PUTS THE ACFT ON A HDG WITH NO FURTHER PROVISIONS.
