Narrative:

I thought the handoff was made. When I began to change aircraft to next sector frequency, I noticed no handoff indicator. I manually initiated an automated handoff and immediately called the next sector. After no answer to 4 calls, I reversed the aircraft's course. However, the aircraft penetrated the next sector's space before the handoff was finally taken. For a reason unknown to me, a handoff inhibitor was preset, even though aircraft was in flat-track throughout the time I had control of the track. Coincidentally, another incident occurred dec/xa/99, same sector, same place, very similar circumstances.

Title: ZFW CTLR DOES NOT ENSURE HDOF IS COMPLETED PRIOR TO ENTERING ADJOINING CTLR'S AIRSPACE.

Narrative: I THOUGHT THE HDOF WAS MADE. WHEN I BEGAN TO CHANGE ACFT TO NEXT SECTOR FREQ, I NOTICED NO HDOF INDICATOR. I MANUALLY INITIATED AN AUTOMATED HDOF AND IMMEDIATELY CALLED THE NEXT SECTOR. AFTER NO ANSWER TO 4 CALLS, I REVERSED THE ACFT'S COURSE. HOWEVER, THE ACFT PENETRATED THE NEXT SECTOR'S SPACE BEFORE THE HDOF WAS FINALLY TAKEN. FOR A REASON UNKNOWN TO ME, A HDOF INHIBITOR WAS PRESET, EVEN THOUGH ACFT WAS IN FLAT-TRACK THROUGHOUT THE TIME I HAD CTL OF THE TRACK. COINCIDENTALLY, ANOTHER INCIDENT OCCURRED DEC/XA/99, SAME SECTOR, SAME PLACE, VERY SIMILAR CIRCUMSTANCES.
