Narrative:

There was a temporary restr due to a hostage situation at the st martinsville parish prison. The restr was 9.5 DME on the lft 117 degree radial. I was on a routine pipeline patrol in the vicinity of st martinsville, la. Contact with lafayette approach had been made several mins prior to this event. I asked the controller for assistance to avoid the restr area. I was on a 150 degree heading into the area at 800-1000 ft MSL. The controller called me and asked what my course was. I said '1 mi on this heading then south to new iberia.' he gave me a vector of 240 degrees and I immediately complied. After turning to 240 degrees, I asked the size of the restr space. He replied 3 mi. He then asked me where I needed to go and I replied with west of new iberia. He cleared me direct to acadiana regional and told me to switch to their tower frequency. Upon contact with acadiana, I said I needed east of the airport, and I was trying to avoid the restr airspace. He told me that lafayette contacted him and said I was in the middle of the restr area. I told the controller I was switching back to lafayette, since he could not help me. I contacted him and said I was in the middle of the restr area. I contacted lafayette, told the controller that new iberia didn't know where the restr was and I needed to get out of it. The controller was laughing and said 'you are on top of it or you just flew threw it.' no other communications occurred until lafayette said I was clear of their airspace. My suggestion to help resolve sits like this are: 1) the controller could have given me distance calls while approaching the airspace. That would have given me time to plan a route. 2) he gave me a vector of 240 degrees, which was in the opposite direction then direct to ara. He could have given a vector that would have directed me away from the area. 3) he should have kept me with lafayette (which is class C airspace) instead of switching me to ara (which is class D airspace) and no radar. There was very little traffic that day and should have been acceptable.

Title: A C172 PIPELINE INSPECTION PLT GETS VECTORED INTO A RECENTLY ESTABLISHED RESTR AIRSPACE BY THE APCH CTLR AT LFT, LA.

Narrative: THERE WAS A TEMPORARY RESTR DUE TO A HOSTAGE SIT AT THE ST MARTINSVILLE PARISH PRISON. THE RESTR WAS 9.5 DME ON THE LFT 117 DEG RADIAL. I WAS ON A ROUTINE PIPELINE PATROL IN THE VICINITY OF ST MARTINSVILLE, LA. CONTACT WITH LAFAYETTE APCH HAD BEEN MADE SEVERAL MINS PRIOR TO THIS EVENT. I ASKED THE CTLR FOR ASSISTANCE TO AVOID THE RESTR AREA. I WAS ON A 150 DEG HDG INTO THE AREA AT 800-1000 FT MSL. THE CTLR CALLED ME AND ASKED WHAT MY COURSE WAS. I SAID '1 MI ON THIS HDG THEN S TO NEW IBERIA.' HE GAVE ME A VECTOR OF 240 DEGS AND I IMMEDIATELY COMPLIED. AFTER TURNING TO 240 DEGS, I ASKED THE SIZE OF THE RESTR SPACE. HE REPLIED 3 MI. HE THEN ASKED ME WHERE I NEEDED TO GO AND I REPLIED WITH W OF NEW IBERIA. HE CLRED ME DIRECT TO ACADIANA REGIONAL AND TOLD ME TO SWITCH TO THEIR TWR FREQ. UPON CONTACT WITH ACADIANA, I SAID I NEEDED E OF THE ARPT, AND I WAS TRYING TO AVOID THE RESTR AIRSPACE. HE TOLD ME THAT LAFAYETTE CONTACTED HIM AND SAID I WAS IN THE MIDDLE OF THE RESTR AREA. I TOLD THE CTLR I WAS SWITCHING BACK TO LAFAYETTE, SINCE HE COULD NOT HELP ME. I CONTACTED HIM AND SAID I WAS IN THE MIDDLE OF THE RESTR AREA. I CONTACTED LAFAYETTE, TOLD THE CTLR THAT NEW IBERIA DIDN'T KNOW WHERE THE RESTR WAS AND I NEEDED TO GET OUT OF IT. THE CTLR WAS LAUGHING AND SAID 'YOU ARE ON TOP OF IT OR YOU JUST FLEW THREW IT.' NO OTHER COMS OCCURRED UNTIL LAFAYETTE SAID I WAS CLR OF THEIR AIRSPACE. MY SUGGESTION TO HELP RESOLVE SITS LIKE THIS ARE: 1) THE CTLR COULD HAVE GIVEN ME DISTANCE CALLS WHILE APCHING THE AIRSPACE. THAT WOULD HAVE GIVEN ME TIME TO PLAN A RTE. 2) HE GAVE ME A VECTOR OF 240 DEGS, WHICH WAS IN THE OPPOSITE DIRECTION THEN DIRECT TO ARA. HE COULD HAVE GIVEN A VECTOR THAT WOULD HAVE DIRECTED ME AWAY FROM THE AREA. 3) HE SHOULD HAVE KEPT ME WITH LAFAYETTE (WHICH IS CLASS C AIRSPACE) INSTEAD OF SWITCHING ME TO ARA (WHICH IS CLASS D AIRSPACE) AND NO RADAR. THERE WAS VERY LITTLE TFC THAT DAY AND SHOULD HAVE BEEN ACCEPTABLE.
