Narrative:

On dec/wed/99, I rii'ed (required inspection item) the removal and replacement of the landing gear selector valve on aircraft xyz. The aircraft came in to ZZZ with the main landing gear on MEL. The MEL states that the mechanic will make a logbook entry stating landing gear maximum speed permitted/maximum landing gear extension speed selection switch is in landing gear down position, which was done. No place in the maintenance manual inspection check for the landing gear selector valve does it make a reference of this switch, which is the maintenance manual reference I used for the above rii inspection. The mechanic that cleared the MEL failed to position switch maximum speed permitted/maximum landing gear extension speed back to normal. This caused aircraft speed limit zipper [maximum airspeed pointer] to remain in view. With the zipper in view, the aircraft would not accelerate past 255 KIAS, which caused aircraft to return to ZZZ.

Narrative: ON DEC/WED/99, I RII'ED (REQUIRED INSPECTION ITEM) THE REMOVAL AND REPLACEMENT OF THE LNDG GEAR SELECTOR VALVE ON ACFT XYZ. THE ACFT CAME IN TO ZZZ WITH THE MAIN LNDG GEAR ON MEL. THE MEL STATES THAT THE MECH WILL MAKE A LOGBOOK ENTRY STATING LNDG GEAR MAX SPD PERMITTED/MAX LNDG GEAR EXTENSION SPD SELECTION SWITCH IS IN LNDG GEAR DOWN POS, WHICH WAS DONE. NO PLACE IN THE MAINT MANUAL INSPECTION CHK FOR THE LNDG GEAR SELECTOR VALVE DOES IT MAKE A REF OF THIS SWITCH, WHICH IS THE MAINT MANUAL REF I USED FOR THE ABOVE RII INSPECTION. THE MECH THAT CLRED THE MEL FAILED TO POS SWITCH MAX SPD PERMITTED/MAX LNDG GEAR EXTENSION SPD BACK TO NORMAL. THIS CAUSED ACFT SPD LIMIT ZIPPER [MAX AIRSPD POINTER] TO REMAIN IN VIEW. WITH THE ZIPPER IN VIEW, THE ACFT WOULD NOT ACCELERATE PAST 255 KIAS, WHICH CAUSED ACFT TO RETURN TO ZZZ.
