Narrative:

Aircraft instructed to make right traffic runway 29. Pilot acknowledged and subsequently was cleared runway 29. Pilot read back instructions and clearance correctly. Pilot landed runway 30R. Contributing factor: unfamiliar with airport environment. This was evident on ground control when pilot did not follow instructions. Possible runway markings. From controller's view, pilot sounded as if he was familiar. Did not question clearance, which led this controller to pay little or no attention once instructions were given. Workload of controller, obtaining releases from bay approach, issuing TA's to aircraft on radar, coordinating with ground control taking handoffs from bay, prevents the local controller from scanning runways and, thus, possibly preventing these types of occurrences. The responsibility placed upon limited radar controllers is too much and something should be done to eliminate it. See FAA order 7110.65 section 8.

Narrative: ACFT INSTRUCTED TO MAKE R TFC RWY 29. PLT ACKNOWLEDGED AND SUBSEQUENTLY WAS CLRED RWY 29. PLT READ BACK INSTRUCTIONS AND CLRNC CORRECTLY. PLT LANDED RWY 30R. CONTRIBUTING FACTOR: UNFAMILIAR WITH ARPT ENVIRONMENT. THIS WAS EVIDENT ON GND CTL WHEN PLT DID NOT FOLLOW INSTRUCTIONS. POSSIBLE RWY MARKINGS. FROM CTLR'S VIEW, PLT SOUNDED AS IF HE WAS FAMILIAR. DID NOT QUESTION CLRNC, WHICH LED THIS CTLR TO PAY LITTLE OR NO ATTN ONCE INSTRUCTIONS WERE GIVEN. WORKLOAD OF CTLR, OBTAINING RELEASES FROM BAY APCH, ISSUING TA'S TO ACFT ON RADAR, COORDINATING WITH GND CTL TAKING HDOFS FROM BAY, PREVENTS THE LCL CTLR FROM SCANNING RWYS AND, THUS, POSSIBLY PREVENTING THESE TYPES OF OCCURRENCES. THE RESPONSIBILITY PLACED UPON LIMITED RADAR CTLRS IS TOO MUCH AND SOMETHING SHOULD BE DONE TO ELIMINATE IT. SEE FAA ORDER 7110.65 SECTION 8.
