Narrative:

Air carrier X and air carrier Y were being sequenced for arrival in the pmm high sector at ZAU. Air carrier X was cleared to turn 'direct pivot intersection' to sequence in front of air carrier Y and to maintain separation. Air carrier X did not turn. The same clearance was issued 2 additional times with no response. Separation was lost between air carrier X and air carrier Y, and the controller was removed from position. This is a high volume, complex sector, and inattention to controller clrncs is a hazardous situation.

Title: ZAU CTLR ISSUES CLRNC TO ACR TWICE WITHOUT RESPONSE FROM ACR. ACTIONS DID NOT ENSURE SEPARATION.

Narrative: ACR X AND ACR Y WERE BEING SEQUENCED FOR ARR IN THE PMM HIGH SECTOR AT ZAU. ACR X WAS CLRED TO TURN 'DIRECT PIVOT INTXN' TO SEQUENCE IN FRONT OF ACR Y AND TO MAINTAIN SEPARATION. ACR X DID NOT TURN. THE SAME CLRNC WAS ISSUED 2 ADDITIONAL TIMES WITH NO RESPONSE. SEPARATION WAS LOST BTWN ACR X AND ACR Y, AND THE CTLR WAS REMOVED FROM POS. THIS IS A HIGH VOLUME, COMPLEX SECTOR, AND INATTENTION TO CTLR CLRNCS IS A HAZARDOUS SIT.
