Narrative:

New departure procedure implemented in key west for IFR departures require 180 degree heading after departing runway 9 with a climb to 1500 ft. This right turn puts departing IFR traffic on collision course with landing navy key west military aircraft on final for runway 7. Several other TCASII TA's were issued for other landing F14 aircraft also on final for runway 7 at navy key west, as we departed key west airspace wbound. Previous departure procedure in use at key west for many yrs would avoid this traffic on final for runway 7.
