Narrative:

My first officer was flying and he was new. The WX was worse than ATIS called for. The first officer went full scale on the ILS localizer so I took the aircraft and went on the go around. Turbulence was above moderate and my first officer froze. I asked for flaps and gear twice and I told tower we were on the go since my first officer could not. It was difficult to take the aircraft and do all the above in the turbulence, but we (I) managed, luckily. Tower gave us a heading and altitude, we landed 15 mins later.
