Narrative:

Commercial student in left seat was flying airplane. CFI (reporter) in right seat was giving instruction. Traffic using airport were announcing position 'in the blind' on CTAF. Beech sierra, first in line awaiting takeoff, announced intentions, taxied onto runway 29, and began takeoff roll. A piper cherokee, on left base, announced turning final. Pilot of cardinal announced takeoff intentions, taxied onto runway 29, and began takeoff roll. Sierra ahead of cardinal aborted takeoff without announcing and exited runway at first available taxiway. Pilot of cardinal continued takeoff roll and executed normal takeoff without having to take evasive action or abort takeoff. Piper cherokee on final approach opted to go around and announced this on CTAF. After discussing the event that had just transpired, the commercial student and CFI in the cardinal decided that adequate separation between the sierra ahead and the cherokee behind had not been maintained. It was decided that the safe, prudent action would have been to wait for the sierra to become airborne and for the cherokee to land and exit the runway. Supplemental information from acn 450674: I should have waited for the plane taking off to reach climb out attitude before I took the runway. I also should have let the landing aircraft proceed with the landing and then taken possession of the runway.

IT WAS DECIDED THAT THE SAFE, PRUDENT ACTION WOULD HAVE BEEN TO WAIT FOR THE SIERRA TO BECOME AIRBORNE AND FOR THE CHEROKEE TO LAND AND EXIT THE RWY. SUPPLEMENTAL INFO FROM ACN 450674: I SHOULD HAVE WAITED FOR THE PLANE TAKING OFF TO REACH CLBOUT ATTITUDE BEFORE I TOOK THE RWY. I ALSO SHOULD HAVE LET THE LNDG ACFT PROCEED WITH THE LNDG AND THEN TAKEN POSSESSION OF THE RWY.
