Narrative:

Aircraft X departed grb runway 18 en route to dtw. Initial clearance was 'runway heading, maintain 4000 ft.' upon check in with approach/departure control, was cleared to climb to 10000 ft and turn direct to fah VOR (falls VOR), heading was approximately 165 degrees. After this clearance was received, another aircraft (aircraft Y) turbo beech 18 checked in with approach, coming from the south for a practice approach and landing. Aircraft Y was at 8000 ft. Grb departure directed us to fly a heading of 110 degrees for the climb. While turning to 110 degrees, aircraft Y reported visual contact with our aircraft. Grb cleared them to maintain visual contact with us and cleared for visual approach to grb. I sighted the BE18T at this time at my 2 O'clock position on apparent collision course. Turned on all lights and transmitted on radio to aircraft Y not to descend. Also, received RA commanding descent in excess of 2000 FPM. First officer started descent and descended approximately 1000 ft until conflict past. Vectors from grb approach placed these 2 aircraft in conflict. Also, had this occurred in daylight, probably would not have seen other aircraft as soon as we did.

GRB DEP DIRECTED US TO FLY A HDG OF 110 DEGS FOR THE CLB. WHILE TURNING TO 110 DEGS, ACFT Y RPTED VISUAL CONTACT WITH OUR ACFT. GRB CLRED THEM TO MAINTAIN VISUAL CONTACT WITH US AND CLRED FOR VISUAL APCH TO GRB. I SIGHTED THE BE18T AT THIS TIME AT MY 2 O'CLOCK POS ON APPARENT COLLISION COURSE. TURNED ON ALL LIGHTS AND XMITTED ON RADIO TO ACFT Y NOT TO DSND. ALSO, RECEIVED RA COMMANDING DSCNT IN EXCESS OF 2000 FPM. FO STARTED DSCNT AND DSNDED APPROX 1000 FT UNTIL CONFLICT PAST. VECTORS FROM GRB APCH PLACED THESE 2 ACFT IN CONFLICT. ALSO, HAD THIS OCCURRED IN DAYLIGHT, PROBABLY WOULD NOT HAVE SEEN OTHER ACFT AS SOON AS WE DID.
