Narrative:

Inbound to ctw from west (destination pit), ATC assigned heading of 070 degrees for traffic. A few mins later, ATC assigned 'left turn, heading 270 degrees.' we confirmed the heading assignment, as it seemed very unusual. ATC then cleared us to descend to FL190. Passing FL200, ATC asked us to confirm altitude assignment of FL210. We replied that we were cleared to FL190, but would return to FL210. At that time, we noticed another aircraft at our altitude and a TA. Glare from sun had previously obscured our view and TCASII screen. I stopped the turn and returned to FL210. No TCASII RA, only a TA.

Narrative: INBOUND TO CTW FROM W (DEST PIT), ATC ASSIGNED HDG OF 070 DEGS FOR TFC. A FEW MINS LATER, ATC ASSIGNED 'L TURN, HDG 270 DEGS.' WE CONFIRMED THE HDG ASSIGNMENT, AS IT SEEMED VERY UNUSUAL. ATC THEN CLRED US TO DSND TO FL190. PASSING FL200, ATC ASKED US TO CONFIRM ALT ASSIGNMENT OF FL210. WE REPLIED THAT WE WERE CLRED TO FL190, BUT WOULD RETURN TO FL210. AT THAT TIME, WE NOTICED ANOTHER ACFT AT OUR ALT AND A TA. GLARE FROM SUN HAD PREVIOUSLY OBSCURED OUR VIEW AND TCASII SCREEN. I STOPPED THE TURN AND RETURNED TO FL210. NO TCASII RA, ONLY A TA.
