Narrative:

There was a lot of construction work at the intersection of 2 runways and txwys. An afs technician along with another pedestrian had crossed the active runway while previous ground controller and local controller approximately 1 hour earlier. The pilot of BE33 departing runway 35L 1600 ft from runway 8/26 asked 'what about these guys on the runway?' the developmental asked him to say again. While he was repeating, I observed 2 pedestrians walking eastbound across runway 35L on the north side of runway 8/26. The pilot was instructed to cancel takeoff clearance and exited the runway prior to the pedestrian crossing point. I suggest that all movement pedestrians wear high visibility clothing.

Title: B33 PLT DEPARTING RWY 35 AT LBB HAS TKOF CANCELED WHEN HE RPTS 2 PEDESTRIANS XING THE RWY.

Narrative: THERE WAS A LOT OF CONSTRUCTION WORK AT THE INTXN OF 2 RWYS AND TXWYS. AN AFS TECHNICIAN ALONG WITH ANOTHER PEDESTRIAN HAD CROSSED THE ACTIVE RWY WHILE PREVIOUS GND CTLR AND LCL CTLR APPROX 1 HR EARLIER. THE PLT OF BE33 DEPARTING RWY 35L 1600 FT FROM RWY 8/26 ASKED 'WHAT ABOUT THESE GUYS ON THE RWY?' THE DEVELOPMENTAL ASKED HIM TO SAY AGAIN. WHILE HE WAS REPEATING, I OBSERVED 2 PEDESTRIANS WALKING EBOUND ACROSS RWY 35L ON THE N SIDE OF RWY 8/26. THE PLT WAS INSTRUCTED TO CANCEL TKOF CLRNC AND EXITED THE RWY PRIOR TO THE PEDESTRIAN XING POINT. I SUGGEST THAT ALL MOVEMENT PEDESTRIANS WEAR HIGH VISIBILITY CLOTHING.
