Narrative:

While cruising at FL270 our TCASII warning came on for traffic. We looked out to see the aircraft from our right side and TCASII was showing it 400 ft above us. Then we got a TCASII RA to descend (1100 FPM). The aircraft passed over us. The aircraft looked to be a P3 orion flying towards sju. Curacao control confirmed this information as well as santo domingo control. Both said they were not talking with this aircraft and did not know why he was in the airspace. I asked for santo domingo control to call ZSU and find out information on military aircraft and why it was not on a flight plan at FL274. No one had any answers for us. I think this aircraft was from panama en route to sju. Thanks to TCASII we are still alive. ATC gave us no answers. We were flying our assigned altitude of FL270. We had just left port au prince control at veska and were in contact with curacao. A supervisor with curacao came on the radio and confirmed aircraft was a military P3 orion. Other than that information, ATC was real quiet.

Title: ACR TAKES EVASIVE ACTION BECAUSE OF TCASII RA AND VISUAL SIGHTING. ATC WAS NOT AWARE OF MIL ACFT INVOLVED.

Narrative: WHILE CRUISING AT FL270 OUR TCASII WARNING CAME ON FOR TFC. WE LOOKED OUT TO SEE THE ACFT FROM OUR R SIDE AND TCASII WAS SHOWING IT 400 FT ABOVE US. THEN WE GOT A TCASII RA TO DSND (1100 FPM). THE ACFT PASSED OVER US. THE ACFT LOOKED TO BE A P3 ORION FLYING TOWARDS SJU. CURACAO CTL CONFIRMED THIS INFO AS WELL AS SANTO DOMINGO CTL. BOTH SAID THEY WERE NOT TALKING WITH THIS ACFT AND DID NOT KNOW WHY HE WAS IN THE AIRSPACE. I ASKED FOR SANTO DOMINGO CTL TO CALL ZSU AND FIND OUT INFO ON MIL ACFT AND WHY IT WAS NOT ON A FLT PLAN AT FL274. NO ONE HAD ANY ANSWERS FOR US. I THINK THIS ACFT WAS FROM PANAMA ENRTE TO SJU. THANKS TO TCASII WE ARE STILL ALIVE. ATC GAVE US NO ANSWERS. WE WERE FLYING OUR ASSIGNED ALT OF FL270. WE HAD JUST LEFT PORT AU PRINCE CTL AT VESKA AND WERE IN CONTACT WITH CURACAO. A SUPVR WITH CURACAO CAME ON THE RADIO AND CONFIRMED ACFT WAS A MIL P3 ORION. OTHER THAN THAT INFO, ATC WAS REAL QUIET.
