Narrative:

I was given a BE35 at 3000 ft deviating northbound for WX. Shortly after I accepted the handoff, the radar went down for 30 seconds due to lightning. Also the frequency was blocked by static or bleedover for approximately 2 mins. At about the same time, I was getting numerous land line calls -- due to speaker problem at another position. Finally the pilot never called on the radio to check in. The BE35 deviated about 2 mi into another P31 sector's airspace before I realized it. No other planes were involved or a factor.

Narrative: I WAS GIVEN A BE35 AT 3000 FT DEVIATING NBOUND FOR WX. SHORTLY AFTER I ACCEPTED THE HDOF, THE RADAR WENT DOWN FOR 30 SECONDS DUE TO LIGHTNING. ALSO THE FREQ WAS BLOCKED BY STATIC OR BLEEDOVER FOR APPROX 2 MINS. AT ABOUT THE SAME TIME, I WAS GETTING NUMEROUS LAND LINE CALLS -- DUE TO SPEAKER PROB AT ANOTHER POS. FINALLY THE PLT NEVER CALLED ON THE RADIO TO CHK IN. THE BE35 DEVIATED ABOUT 2 MI INTO ANOTHER P31 SECTOR'S AIRSPACE BEFORE I REALIZED IT. NO OTHER PLANES WERE INVOLVED OR A FACTOR.
