Narrative:

During a VFR flight from hayward, wi, pilot planned to take photographs of recent tornado damage to a nearby town. On the way to the photo area, pilot planned and flew a low approach to a nearby lake. At the completion of the low approach, pilot initiated a left climbing turn. As airplane rolled left, left wingtip contacted surface of lake. Following the climb out, pilot flew airplane to hayward airport and landed without further incident. Contributing factors: glassy water, dusk, poor visual references reducing pilot's depth perception. Corrective actions: limit low approach altitude to 500 ft AGL, unless intending to land. Human performance considerations: poor pilot judgement, poor depth perception, pilot error.

Title: FLT INSTRUCTOR TOUCHES WINGTIP TO LAKE AFTER TOO LOW OF AN APCH AND PULL UP.

Narrative: DURING A VFR FLT FROM HAYWARD, WI, PLT PLANNED TO TAKE PHOTOGRAPHS OF RECENT TORNADO DAMAGE TO A NEARBY TOWN. ON THE WAY TO THE PHOTO AREA, PLT PLANNED AND FLEW A LOW APCH TO A NEARBY LAKE. AT THE COMPLETION OF THE LOW APCH, PLT INITIATED A L CLBING TURN. AS AIRPLANE ROLLED L, L WINGTIP CONTACTED SURFACE OF LAKE. FOLLOWING THE CLBOUT, PLT FLEW AIRPLANE TO HAYWARD ARPT AND LANDED WITHOUT FURTHER INCIDENT. CONTRIBUTING FACTORS: GLASSY WATER, DUSK, POOR VISUAL REFS REDUCING PLT'S DEPTH PERCEPTION. CORRECTIVE ACTIONS: LIMIT LOW APCH ALT TO 500 FT AGL, UNLESS INTENDING TO LAND. HUMAN PERFORMANCE CONSIDERATIONS: POOR PLT JUDGEMENT, POOR DEPTH PERCEPTION, PLT ERROR.
