Narrative:

While climbing on the miami 3 departure, hedley transition, passing 11000 ft MSL in the climb, received TCASII TA which became an RA. An immediate climb was commanded by TCASII and executed. We observed low winged twin with tip tanks on about a 220 degree course, passing from our 1 O'clock position to our 7 O'clock position. We passed about 900 ft above the aircraft in a 2500 FPM climb. Had we not climbed it would have been very, very close. Position of this occurrence was on the hedley transition phk 157 degrees 38 DME. According to ZMA, this airspace is under the control of mia approach 'D' scope. We received no TA from approach/departure. We reported the traffic to them after the occurrence, and they did not seem aware of the traffic although the traffic was squawking since we received a TCASII.

Title: L1011 FLC ON CLBOUT FROM MIA TOOK EVASIVE ACTION FROM A LOW WING TWIN APPARENTLY VFR.

Narrative: WHILE CLBING ON THE MIAMI 3 DEP, HEDLEY TRANSITION, PASSING 11000 FT MSL IN THE CLB, RECEIVED TCASII TA WHICH BECAME AN RA. AN IMMEDIATE CLB WAS COMMANDED BY TCASII AND EXECUTED. WE OBSERVED LOW WINGED TWIN WITH TIP TANKS ON ABOUT A 220 DEG COURSE, PASSING FROM OUR 1 O'CLOCK POS TO OUR 7 O'CLOCK POS. WE PASSED ABOUT 900 FT ABOVE THE ACFT IN A 2500 FPM CLB. HAD WE NOT CLBED IT WOULD HAVE BEEN VERY, VERY CLOSE. POS OF THIS OCCURRENCE WAS ON THE HEDLEY TRANSITION PHK 157 DEGS 38 DME. ACCORDING TO ZMA, THIS AIRSPACE IS UNDER THE CTL OF MIA APCH 'D' SCOPE. WE RECEIVED NO TA FROM APCH/DEP. WE RPTED THE TFC TO THEM AFTER THE OCCURRENCE, AND THEY DID NOT SEEM AWARE OF THE TFC ALTHOUGH THE TFC WAS SQUAWKING SINCE WE RECEIVED A TCASII.
