Narrative:

PA28 was on instrument approach talking to ZMA to runway 11R. PA60 was departing runway 29L swbound and was advised of traffic inbound. I scanned for traffic and none was noted. PA28 checked onto frequency 2.6 mi inside urb VOR (1/2 to 1/4 mi) final and was advised of traffic. PA60 was at departure end of runway 29L and took evasive action. LOA with ZMA states communications will be xferred prior to the approach gate.

PA28 CHKED ONTO FREQ 2.6 MI INSIDE URB VOR (1/2 TO 1/4 MI) FINAL AND WAS ADVISED OF TFC. PA60 WAS AT DEP END OF RWY 29L AND TOOK EVASIVE ACTION. LOA WITH ZMA STATES COMS WILL BE XFERRED PRIOR TO THE APCH GATE.
