Narrative:

C172 (X) landed on runway 15R, turned off on B2. Ground control told aircraft X to hold short of runway 06/24. Aircraft taxied on runway 24 with B737 (Y) on 1/4 mi final. Aircraft Y was instructed to go around. I was briefing a controller to the local control position. The person on ground control was on clearance delivery prior to working ground control. It was the first or second aircraft he talked to, C177 (Y) went around and landed on second try. I advised the supervisor, and no action was taken.
