Narrative:

After being cleared direct bwz VOR, and passing bwz, ZNY gave a frequency change to new york approach. The frequency was read back and we attempted to contact approach control. The silence on the frequency coupled with a large number of TCASII targets led us to believe we had a bad frequency. We returned to center, no one answered. We called on the published frequency on the approach chart and no response, so we called teb tower for a frequency. Tower asked if we were inbound to teb and cleared us to land. I advised him that we were at an assigned altitude of 6000 ft and had not spoken to approach. He then, 45 seconds later, said we were to contact approach on frequency 128.15.

Title: NO COM SIT FOR MDT CREW ARRIVING TEB.

Narrative: AFTER BEING CLRED DIRECT BWZ VOR, AND PASSING BWZ, ZNY GAVE A FREQ CHANGE TO NEW YORK APCH. THE FREQ WAS READ BACK AND WE ATTEMPTED TO CONTACT APCH CTL. WE CALLED ON THE PUBLISHED FREQ ON THE APCH CHART AND NO RESPONSE, SO WE CALLED TEB TWR FOR A FREQ. TWR ASKED IF WE WERE INBOUND TO TEB AND CLRED US TO LAND. I ADVISED HIM THAT WE WERE AT AN ASSIGNED ALT OF 6000 FT AND HAD NOT SPOKEN TO APCH. HE THEN, 45 SECONDS LATER, SAID WE WERE TO CONTACT APCH ON FREQ 128.15.
