Narrative:

Cof/mlb/X68/xmr departures into ZJX airspace, cof/mlb departures into ZJX airspace. 2 separate pdr's are used (cofe and cofw). The pdr to be applied is determined by the runway confign at cof/mlb. ZJX tmu enters a 'read message' to apply the appropriate pdr as cof/mlb change configns cofw usually processes correctly. Cofe causes many problems: 1) 2 flight plans will be active for the same flight. 2) the st johns sector will not have either flight plan although st johns is the first ZJX sector to provide service to the aircraft. 3) neither flight plan processes correctly to subsequent sectors. 4) the aircraft is in a 'free track.' 5) sometimes when an amendment is entered, both flts drop out of the computer. 6) the duplicate flight plan cannot be removed.

Narrative: COF/MLB/X68/XMR DEPS INTO ZJX AIRSPACE, COF/MLB DEPS INTO ZJX AIRSPACE. 2 SEPARATE PDR'S ARE USED (COFE AND COFW). THE PDR TO BE APPLIED IS DETERMINED BY THE RWY CONFIGN AT COF/MLB. COFE CAUSES MANY PROBS: 1) 2 FLT PLANS WILL BE ACTIVE FOR THE SAME FLT. 2) THE ST JOHNS SECTOR WILL NOT HAVE EITHER FLT PLAN ALTHOUGH ST JOHNS IS THE FIRST ZJX SECTOR TO PROVIDE SVC TO THE ACFT. 3) NEITHER FLT PLAN PROCESSES CORRECTLY TO SUBSEQUENT SECTORS. 4) THE ACFT IS IN A 'FREE TRACK.' 5) SOMETIMES WHEN AN AMENDMENT IS ENTERED, BOTH FLTS DROP OUT OF THE COMPUTER. 6) THE DUPLICATE FLT PLAN CANNOT BE REMOVED.
