Narrative:

Flight plan information system had been down and only came back moments before this aircraft requested taxi. Since there were no flight plan information in the system on this aircraft, I was rushing to enter it into the system. I was at the clearance delivery position and my visual reference to the runway closure was at the local position. Even though I had initially taxied the aircraft to the correct runway, my attention was on entering a flight plan and I inadvertently taxied and departed this aircraft from a closed runway.

Title: RPTR WAS WORKING POS COMBINED, TAXIED ACFT X TO CLOSED RWY AND ISSUED DEP CLRNC.

Narrative: FLT PLAN INFO SYS HAD BEEN DOWN AND ONLY CAME BACK MOMENTS BEFORE THIS ACFT REQUESTED TAXI. SINCE THERE WERE NO FLT PLAN INFO IN THE SYS ON THIS ACFT, I WAS RUSHING TO ENTER IT INTO THE SYS. I WAS AT THE CLRNC DELIVERY POS AND MY VISUAL REF TO THE RWY CLOSURE WAS AT THE LCL POS. EVEN THOUGH I HAD INITIALLY TAXIED THE ACFT TO THE CORRECT RWY, MY ATTN WAS ON ENTERING A FLT PLAN AND I INADVERTENTLY TAXIED AND DEPARTED THIS ACFT FROM A CLOSED RWY.
