Narrative:
Inside runway 4R OM, TCASII alert 'traffic, traffic' then 'reduce descent.' target noted on TCASII, then found visually, was a single engine low wing aircraft. Target passed 400 ft below us when tower was alerted, controller said that he had just picked up target. Normal landing accomplished.

Title: RPTR'S ACFT ENCOUNTERED AN UNKNOWN ACFT Y THAT SUDDENLY APPEARED INSIDE THE OM WHILE APCHING RWY 4R.
Narrative: INSIDE RWY 4R OM, TCASII ALERT 'TFC, TFC' THEN 'REDUCE DSCNT.' TARGET NOTED ON TCASII, THEN FOUND VISUALLY, WAS A SINGLE ENG LOW WING ACFT. TARGET PASSED 400 FT BELOW US WHEN TWR WAS ALERTED, CTLR SAID THAT HE HAD JUST PICKED UP TARGET. NORMAL LNDG ACCOMPLISHED.
