Narrative:

Eastbound on A599, past calcutta, we were being controled by calcutta control, and in radar contact. High altitude en route chart, middle east/south asia high altitude 1/2, dated may/xa/99, was being used for navigation by both captain and first officer. Note #17 at chila intersection advises eastbound traffic to contact dhaka, calcutta and yangon ATC, vyyy, at chila. Calcutta control advised contact yangon. Yangon acknowledged position report. Dhaka control was very adamant that we should have contacted them at sumag (192 NM behind us), which is the beginning of the dhaka vgfr fir(G). We are not sure where the error is. Either chart is wrong, or there is a serious communication problem between calcutta control and dhaka control. The airspace is listed as joint dhaka vgfr fir(G) and calcutta vecf, sub-fir(G).
