Narrative:
We landed on ict's runway 19R. The parallel taxiway D was notamed closed and still closed south of taxiway D3. Tower had instructed us 'left turn at the end, ground point 9.' I saw the men and equipment and asked tower if we needed to back-taxi on the runway. Tower responded in the affirmative stating 'do a 180 degree turn and take a right on taxiway B.' I don't know if he said 'to the gate' after 'taxiway B,' but I do know he never said to contact ground again. So we proceeded on taxiway B and the captain stated 'clear right?' I responded as we taxied across runway 14/32. At that time I realized tower never said to contact ground again and had understood the last instruction as 'taxiway B to the gate.' I asked tower if he wanted us on ground and he said 'yes.' so we switched over and received further clearance to the gate. Thankfully, runway 14/32 was inactive and notamed closed.

Title: DC9-30 FLC TAXIES ACROSS RWY AT ICT WITHOUT CLRNC.
Narrative: WE LANDED ON ICT'S RWY 19R. THE PARALLEL TXWY D WAS NOTAMED CLOSED AND STILL CLOSED S OF TXWY D3. TWR HAD INSTRUCTED US 'L TURN AT THE END, GND POINT 9.' I SAW THE MEN AND EQUIP AND ASKED TWR IF WE NEEDED TO BACK-TAXI ON THE RWY. TWR RESPONDED IN THE AFFIRMATIVE STATING 'DO A 180 DEG TURN AND TAKE A R ON TXWY B.' I RESPONDED AS WE TAXIED ACROSS RWY 14/32. AT THAT TIME I REALIZED TWR NEVER SAID TO CONTACT GND AGAIN AND HAD UNDERSTOOD THE LAST INSTRUCTION AS 'TXWY B TO THE GATE.' I ASKED TWR IF HE WANTED US ON GND AND HE SAID 'YES.' SO WE SWITCHED OVER AND RECEIVED FURTHER CLRNC TO THE GATE. THANKFULLY, RWY 14/32 WAS INACTIVE AND NOTAMED CLOSED.
