Narrative:

On jun/xa/99 at approximately XA45, xxy (aircraft I was flying) and sxy were on the same center frequency. We were at assigned altitude of 17000 ft. We were given instructions to descend to 8000 ft. We read back the instructions (controller was very busy) and we proceeded out of 17000 ft for 8000 ft. At approximately 16200 ft the controller told sxy to expedite to 8000 ft and then asked us (xxy) to get back to assigned altitude of 17000 ft. We were given these instructions at approximately 125 mi west of fak. Discussion with crew of sxy. We agreed we were given their instructions by ATC. He was very busy. Supplemental information from acn 439759: company aircraft with similar call sign departed lnp for lyh approximately 15 mins after us. Center was very busy with many aircraft trying to check in. Controller was swamped. ATC assigned us 8000 ft when 25 NM west of lyh. Although this was very early for descent due to high workload on ATC, crew discussed and elected not to question early descent.

ATC ASSIGNED US 8000 FT WHEN 25 NM W OF LYH. ALTHOUGH THIS WAS VERY EARLY FOR DSCNT DUE TO HIGH WORKLOAD ON ATC, CREW DISCUSSED AND ELECTED NOT TO QUESTION EARLY DSCNT.
