Narrative:

TCASII alert (red box warning) advising me to climb immediately to avoid small single engine aircraft at 11 O'clock position. New york approach controller advised me of traffic at 6500 ft MSL at 12 O'clock position. I had just leveled at 7000 ft assigned. Small aircraft continued to close and appeared to be climbing above 6500 ft according to TCASII display. I disconnected autoplt and started climb to about 7800 ft, then returned to 7000 ft, the assigned altitude. We advised new york approach controller we were starting climb from 7000 ft because of TCASII warning. I gained visual contact with small, low winged aircraft as he went by my left wing, below us.
